Submission readiness: measure evidence, not document count
A dossier can contain every expected filename and still be unready for review.
Document completeness is not evidence adequacy. Readiness requires a coherent relationship among claims, risks, standards, protocols, results, acceptance criteria, deviations, conclusions, and labeling.
Assess vertical traceability
Select each major claim and trace it through applicable requirements, design inputs, hazards, risk controls, verification, validation, and final labeling.
Challenge the evidence
Confirm that protocols were approved before execution, samples represent worst-case conditions, acceptance criteria are justified, deviations are resolved, and reports support the stated conclusions.
Review the submission as a reviewer
Look for contradictions across summaries, tables, reports, labeling, and forms. The objective is not more content; it is a defensible and navigable evidence story.
